How to reduce file size for web site or email attachment.
First of all, you need an image authoring tool like Photoshop.
If you have a scanned image or need to scan, make sure that you should set up 72dpi in the Resolution before scanning.

Once you scan, you need to rotate and crop.
Go to Image>Rotate Canvas>Arbitrary.

Evaluate the scanned image, rotate it counterclockwise(CCW), 0.5 degree.

Select Crop Tool under Tools box and crop it.


Evaluate Color balance and contrast, go to Layer>New Adjustment Layer>Levels, or Contrast, Color Balance. Find Global Color Correction.

Check out Image Size under Image from menu bar on the top.

Make sure you set resolution up 72dpi.

Go to Save for Web under File

Select 2-Up on the top menu, and
select Jpg or Gif, and whenever you adjust Quality, you can see the file size and image quality. Compare the filse size before and after. I select JPEG and 50% Quality.

Here is the final image.
Original image size is 352kb. Final image is 21.8kb, but keep the same quality.
It takes 9 seconds @28.8kbps(28k modem).
